Retired Director, Dr. Tim Spangler
Transitions at COMET
After 21 years as Director of the COMET Program, Dr. Tim Spangler retired on February 1, 2013. Tim has been a leader in the meteorology education and training community at UCAR as well as internationally. Dr. Rich Jeffries began his tenure as Director of the COMET Program on March 1, 2013.
About Dr. Jeffries
Dr. Rich Jeffries, Director of the COMET® Program, holds a Ph.D. in Human Capital Development from the University of Southern Mississippi and a Master’s Degree in Meteorology and Physical Oceanography from the Naval Postgraduate School. His career spans 23 years as an operational forecaster and 10 years dedicated to management of training and education in the physical sciences within the Department of Defense.
Operational Forecasting: Rich has served as an aviation meteorological forecaster (4 years), a maritime forecaster (10 years), in meteorology research and development (3 years), as a typhoon forecaster (2 years), and as director of operations at the Joint Typhoon Warning Center (4 years). During his operational forecasting period, he developed an understanding of the training and education requirements needed by the operational meteorological community. He also developed the management skills needed by corporate officers and partners and the skills to work closely with a variety of business segments. He was active in the design, management, and analysis of field research involving numerical modeling and tropical cyclone forecasting.
Training and Education Manager: Rich worked for ten years at three different jobs managing the training and education requirements within the Naval Meteorology and Oceanography Command. He served as both the Executive Officer and Commanding Officer of the Naval Meteorology and Oceanography Professional Development Center (4 years) where he managed the development and delivery of meteorology and oceanography education and training materials for the U.S. Navy. Additionally, he served as both the Deputy Assistant Chief of Staff for Human Resources and the Assistant Chief of Staff for Readiness, Training and Education for the Commander Naval Meteorology and Oceanography Command, where he learned the processes required to convert resources and requirements into training and education services focused toward improving on-the-job performance. Rich is a recognized expert in integrating technology development, workforce development, and economic development to implement new forecasting technology into existing workforces and in workforce succession planning.
COMET Director: Rich assumed the position as the third Director of COMET on 1 March 2013.
